STEP 1: Plan Your Business
Decide:
- What food you will sell
- Where you will operate
- What type of vehicle or cart you will use
Your menu and vehicle type determine your permit category.

STEP 2: Understand Commissary Requirements
A Commissary is a permitted commercial kitchen where your mobile unit may:
- Store food
- Fill water tanks
- Dump wastewater
- Clean equipment
- Restock supplies
- Wash Mobile Food Facility
Most Mobile Food Facilities must use a commissary.
Important:
You will need a signed Commissary Use Agreement before your permit can be issued.

STEP 3: Submit Plan Review Application
A Plan Review is Environmental Health’s review of your vehicle layout, menu, and equipment before permitting.
You must complete Plan Review before applying for your health permit.

STEP 4: Wait for Plan Review Approval
Public Health will review your submitted plans.
If approved:
- You will receive confirmation
- You may move to the next step
If corrections are needed:
- Staff will tell you what must be corrected
Do not submit your permit application until Plan Review is approved.
STEP 5: Vehicle Inspection
Once Plan Review is approved:
Public Health will inspect your vehicle or cart to confirm it meets health code requirements.

STEP 6: Submit Environmental Health Permit Application
After Plan Review approval and inspection:
Submit your permit application and all required documents.
STEP 7: Permit Issued
Once approved:
Your permit will be issued, and you may begin operating.
Permits expire annually on June 30. Your Commissary Use Agreement must also be renewed each year. Renewal notices will be sent to the email address provided on your application.
